What will it cost the state and local government?

The Blue Book estimates the measure will increase state and local spending by up to $2.7 million in the initial 2026–27 budget year and about $1.2 million annually in future years. A driver of the cost is that election judges must review the identification numbers voters provide. These are estimates of added spending, not a guarantee.

How to read this

The state and local total in the Blue Book estimate combines state spending with the county costs described in the next question, part of which the state would reimburse. The estimate covers the added cost of reviewing identification numbers and the related staffing.

What to keep in mind

The figures are the Legislative Council Staff fiscal estimate, not a budget appropriation or a promise. They describe added spending in identified categories and can change with implementation decisions and future forecasts.
