Could the cost be covered by business filing fees?

The Blue Book notes that business filing fees may need to be raised to cover all or some of the costs of the measure. The state does not currently have the money in its business-fee fund to fully offset the added spending, so a fee change is one possible source of the funds.

How to read this

Raising business filing fees would let the state recover some or all of the added cost from the fee fund instead of from the general budget. The estimate is the amount of state and local spending the measure would add, which is what a fee change would need to cover.

What to keep in mind

Whether fees are actually raised, by how much, and how much of the cost they cover are future implementation decisions. The Blue Book says fees “may need to be raised” to cover all or some of the cost, not that a specific fee increase is set in the text.
