What identification can a voter provide?
The filed text names three accepted sources: a social security number, a Colorado real identification number, or a Colorado real identification driver’s license number. A voter may also include the last four digits of another form of Colorado identification that meets the federal Real ID Act. No new ID is created and no document must be mailed in.

The requirement is to write down the last four digits of one of the accepted numbers on the mail-ballot reply envelope. It is the last four digits, not the full number, and not a copy of the physical card.
What to keep in mind
The Blue Book describes the common accepted forms; the filed constitutional text is the controlling list and includes the federal Real ID alternative. Writing the digits is not the same as presenting a photo ID at the polls.
