Does the identification number replace the signature?
No. The measure keeps the existing signature on the reply envelope and adds an identification number to it. The filed text requires the voter to sign the envelope and include the last four digits of an accepted identification number; the signature remains part of verification.

Colorado already verifies mail ballots by comparing the reply-envelope signature with the signature on file. The measure layers a second check onto that process. A ballot missing either element can still be corrected within the cure window.
What to keep in mind
The identification number supplements, and does not substitute for, the signature. It is not a separate ballot, a registration change, or a requirement to present the physical document at the polling place.
